The European commission on Wednesday made public a report criticising Turkey over the Cyprus trade row and its slow speed of reform, but stopped short of halting Turkey's EU accession process.

Olli Rehn, the EU's enlargement commissioner, urged all sides to back the proposal by EU president Finland to end the dispute involving Turkey's refusal to allow craft from Cyprus to its ports and airports.

The commission's report says that if Turkey fails to fulfil its commitments the EU executive will "make relevant recommendations" to the December European Council summit meeting.
